The bureau's resource management activities provide for the protection of resource values, the preservation of certain lands in their natural condition, and compliance with pollution control laws. These activities contribute to improving the health of watersheds and landscapes and to sustaining biological communities.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
- BLM's resource management programs are effectively designed, but lack ambitious performance goals tied to the agency's resource protection responsibilities. The programs are designed to allow the bureau the flexibility to prioritize protection efforts that meet targeted objectives, but assessing long-term trends in watershed and biological health has traditionally received less focus.
- The existing long-term outcome measures reflect the key goals of the agency's resource protection activities but the agency often needs better data. More up to date information on resource conditions, and the updating of data in a regular systematic fashion will help improve performance reporting in the future and link restoration efforts to long term goals.
- The agency continues to lack a method for measuring the efficiency with which its restoration efforts help meet its habitat goals. The establishment of a formal efficiency measure will help quantify the savings that have resulted from several resource protection efforts.

About Improvement Plans |
We are taking the following actions to improve the performance of the program:
- Supporting an agency-wide monitoring strategy to improve the collection, reporting, and analysis of monitoring data and track trends over time for overall resource conditions.
- Working to improve the consistency of existing performance data so that the agency has accurate and up-to-date baseline data and is able to set meaningful annual targets.
- Developing consistent efficiency measures across the Department for similar restoration activities.
