Urban Indian Health Program

The purpose of the Urban Indian Health Program is to ensure availability of, or access to, a comprehensive program of health care services for American Indians/Alaska Natives that reside in urban areas. The program contracts with providers for primary health care, outreach, and referral services.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The program purpose is not clear. The program contracts with a range of providers for either comprehensive or limited primary health care services and/or outreach and referral services in various urban areas. It is not clear whether the focus is providing services or expanding access to services.
  • The program is duplicative of other publicly-funded programs. For example, the program duplicates the efforts of the Health Centers program, which provides primary and preventive health care services in medically-underserved areas throughout the U.S.
  • The program has made significant progress in developing baseline data on clinical performance measures and increasing the use of electronic data reporting. The percentage of diabetics with ideal blood sugar control increased from 30 percent in 2000 to 37 percent in 2007.

We are taking the following actions to improve the performance of the program:

  • Working with Congress to redirect funding from this program to other activities conducted by the Indian Health Service.
  • Increasing electronic data reporting for Urban Indian Health Programs.
  • Addressing deficiencies identified by the assessment by making recommendations for developing a clear program purpose and restructuring the program to reduce duplication with other federal programs.
