Access to Recovery

Access to Recovery provides grants to States, Tribes, and Tribal organizations to carryout voucher programs that expand substance abuse treatment capacity and promote choice among clinical treatment and recovery support providers. ATR also enhances accountability by measuring outcomes and monitoring data.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program has a clearly defined purpose with specific goals and objectives. It expands substance abuse treatment capacity by increasing the number and types of providers who deliver clinical treatment and/or recovery support services through a unique voucher-based system of care.
  • The program has set ambitious targets, and performance data show considerable success in meeting program goals and objectives. The program regularly collects timely and credible performance measures and has an approved efficiency measure. Data through December 2006 show that ATR has exceeded its target of clients served by 57%, serving over 137,500 clients since its inception.
  • The program could improve oversight of financial management practices and coordination with DOJ and HUD. For example, while grantees report referrals to the Prisoner Reentry Initiative, there is no formal linkage with DOJ and/or HUD. Random and targeted audits have detected some erroneous payments and grantees are given wide latitude in reimbursement rates for recovery support services.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Convening a Technical Consultation Group and reporting on the findings for incorporating both cost and quality drivers into the efficiency measure.
  • Providing guidelines and targeted technical assistance to grantees to further define the most appropriate recovery support services
  • Establishing formal linkages with the DOJ , HUD and other relevant agencies as appropriate.
