Federal Emergency Management Agency - Mitigation Programs

The Mitigation Program reduces or eliminates long-term risk to people and property from hazards and their effects. This effort includes risk assessments, property elevation and acquisition, strengthening buildings to withstand earthquakes or wind forces, and the flood insurance program.

Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The Mitigation programs use risk identification and assessment processes to target at-risk people and property. FEMA works with state and local governments on mitigation planning, and grant funds are targeted to projects that are consistent with these planning efforts.
  • Contract and grant obligations are monitored and reported quarterly. However, the program has been slow to award grant funds in the Pre-Disaster Mitigation program. FEMA is already working to improve the time between application
  • Flood insurance has worked well in the past, but needs to increase the number of policies and to reduce the number of properties with repetitive losses, that require a disproportionate share of payments. FEMA is increasing the number of policies by improving lender compliance, simplifying the program, and expanding marketing. A new pilot program will help to address repetitive loss properties.

We are taking the following actions to improve the performance of the program:

  • Increasing hazard risk awareness through outreach and improved information quality, such as by modernizing flood maps to improve accuracy and availability to the at-risk public.
  • Implementing the flood insurance repetitive loss program and incorporating performance measures to demonstrate program impact.
  • Continuing to evaluate mitigation programs using performance data and independent assessments. Programs should also review lessons from Hurricane Katrina, including flood insurance program changes.
