National Nuclear Security Administration: Engineering Campaign

The program develops capabilities to assess and improve the safety, reliability, and performance of the non-nuclear and nuclear explosive package engineering components in nuclear weapons without further underground testing.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program has a clear and unique purpose to increase confidence in the engineering aspects of the design and assessment of nuclear weapons and their components. This is especially important as the National Nuclear Security Administration (NNSA) transforms the nuclear weapons complex into a more responsive and efficient operation to better support national security.
  • The program is well managed and is meeting its goals for improvements in safety, security, and control technologies; assessment capabilities and methodology; radiation-related tools and technologies; and lifetime assessments. The goals require further refinement to form a better basis for evaluating value provided to stakeholders in the changing nuclear weapons complex.
  • As program activities are primarily executed by contractor organizations operating Government-owned facilities, competitive sourcing or cost comparisons for prime procurements are not available to identify cost savings or efficiencies. The program needs continuing improvement in holding contractors accountable for both.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Annually, expand the linkage of contractor performance awards to performance evaluation and strengthen procedures to hold contractors accountable for cost, schedule, and results.
  • Continue to improve the responsiveness of the Nuclear Weapons Complex Infrastructure by coordinating planned program activity with the Complex Transformation Strategy Record of Decision.
  • Continue to improve the efficiency and cost effectiveness of the Nuclear Weapons Complex by integrating the program into the new Defense Programs National Level Work Breakdown Structure (WBS) plan.
