Precision Weapons Programs

The Department of Defense's Air-to-Ground Precision Weapons program develops and procures precision munitions to meet Combatant Commanders' mission needs for destroying enemy ground targets at a "standoff" distance -- from beyond the range of air defenses -- during a military operation.

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The Precision Weapons program has a strong track record of achieving cost and production targets within budgets and established schedules.
  • Each individual munitions program office closely monitors program performance to ensure that targets are achieved within cost and on schedule. These programs have performed well in the areas of management and production efficiency, and in some cases have achieved performance targets well under planned costs.
  • The Joint Air-to-Surface Standoff Missile (JASSM) -- one of the individual programs that make up the larger DoD Precision Weapons program -- has experienced testing difficulties that have slowed the program. However, the JASSM program office and contractor have worked closely to rectify engineering problems in order to get the program back on schedule.

We are taking the following actions to improve the performance of the program:

  • Continuing to resolve JASSM test issues so that the program can return to its full-rate production plan.
  • Continuing to find production and management efficiencies in all three programs to achieve lower Procurement Average Unit Costs on an annual basis.
