Conservation Operations

Conservation Operations (CO) helps individuals and entities protect natural resources on non-Federal lands. The CO collects and distributes water supply, soils, and plant data; provides conservation planning and implementation assistance; delivers conservation technologies; and conducts a national resources inventory.

Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • Overall, Conservation Operations (CO) operates efficiently and effectively. CO has made strides in making its state allocation process more transparent; tracking non-field level activities, including those of contractors and partnering organizations; and linking performance to state budget allocations.
  • The program has developed long-term and annual outcome-oriented performance measures. CO continues to make progress toward achieving its long-term outcomes and exceeded its annual targets in FY 2005.
  • NRCS has made effective strides in improving CO's allocation process. However, the agency should continue to improve upon its efforts to target funds with the development of a five-year comprehensive budget and performance management strategy aligned with its strategic plan.

We are taking the following actions to improve the performance of the program:

  • Completing and initiating implementation of a 5-year comprehensive budget and performance management strategy aligned with the Strategic Plan.
  • Improving CO management by conducting an independent review of the allocation formulas, conducting surveys to identify areas for improvement, and identifying priority natural resource concerns.
  • Evaluating efficiency gains and identifying areas where additional attention is needed
