Child Care and Development Fund

The program supports employment by providing child care subsidies for low-income families and funding activities to improve the overall quality and availability of child care. The program provides grants to states, who then administer child care subsidy programs.

Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program is well-managed and focused on achieving results. Though the program is designed to maximize state flexibility, program partners are held accountable for results using a variety of regularly collected data (including State plans, financial reports, program service reports, and case-level data about the families and children served).
  • The program uses strong oversight and financial management practices to ensure grantee activities including disallowing inappropriate costs, delaying approval of State plans until requirements are met, and investigating complaints. State grantees take action to hold subgrantees and contractors accountable. However, the program does not conduct in-depth, on-site monitoring of grantee activities.
  • The program collaborates effectively with its partners, including State grantees and other stakeholders, to set long-term and annual goals. Recently, program management has circulated draft measures for review and comment and has conducted conference calls and meetings with States to obtain feedback on program performance measures. State plans reinforce their commitment to program goals.
