Federal Lands Highway Program

The Federal Lands Highway program ensures effective and efficient funding and administration for a coordinated program of public roads and bridges serving Federal and Indian lands. The program provides needed transportation access for Native Americans and protects and enhances our Nation's resources.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program has made adequate progress toward meeting its long-term and annual goals but could be improved by more clearly linking its goals and performance to those of the Federal Highway Administration. While customer satisfaction surveys contribute to the Federal Highway Administration's goals, the program could establish outcome measures that directly link to safety and mobility performance.
  • The program is not subject to regular, independent evaluations of sufficient scope and such evaluations could support program improvements.

We are taking the following actions to improve the performance of the program:

  • Developing revised performance measures in coordination with the National Park Service.
  • Implementing a program delivery plan that more clearly links activities with goals and performance.
  • Developing a comprehensive evaluation plan and conducting a program evaluation in FY 2006.
