Department of State Wins President's Quality Award

The Department of State has won the prestigious President’s Quality Award for its innovation in integrating the Office of Management and Budget’s Program Assessment Rating Tool (PART) into Department’s overall strategic planning and performance management system. The award is one of seven from a pool of 61 nominations.

The Program Assessment Rating Tool evaluates programs and resources across federal agencies using a series of in-depth questions on purpose, strategic planning, management, and results. 100% of State’s programs received an "Adequate" to "Effective" Rating. There were no "Ineffective" or "Results Not Demonstrated" programs.

This year’s Award recognizes the Department of State’s success in demonstrating accountability for taxpayer dollars and meeting the President’s Management Agenda Initiative on Budget and Performance Integration and. The Department moved from an initial rating of "Red" in mid-2001 on the Office of Management and Budget’s performance scorecard to "Green" in the fourth quarter of Fiscal Year 2004.

The President’s Quality Award, administered by the Office of Personnel Management since 1988, honors federal organizations with exemplary records in quality management and customer service and recognizes Federal organizations that have improved their overall performance and demonstrated a sustained trend in delivering high quality products and services to customers. The Presidential Award for Quality, the highest level of Program recognition, is the federal government's equivalent of the Malcolm Baldridge National Quality Award.
