Department of the Interior Acquisition Policy Release (DIAPR) 2008-01

SUBJECT: Display of Hotline Posters

1. Purpose:

This DIAPR provides implementing instructions for the new policy articulated in Federal Acquisition Regulation Subpart 3.10 regarding contractors’ display of Office of Inspector General Hotline Posters.

2. Effective Date:

December 24, 2007

3. Expiration Date:

No expiration unless superseded or canceled.

4. Background and Explanation:

FAR 3.1004(b)(i) requires use of the clause at FAR 52.203-14, Display of Hotline Posters, when the contract amount exceeds $5,000,000 or a lesser amount established by the agency. Department of the Interior has established a usage threshold for this clause of $3,000,000. Bureaus and offices must apply this threshold to all awards regardless of funding source, unless a specific agreement is in place to use the threshold applicable to the client agency.

The threshold for use of the clause at FAR 52.204-13, Contractor Code of Business Ethics and Conduct, is unchanged.

The OIG has provided for distribution of posters in two ways. Downloadable hotline posters as well as instructions for obtaining a hard copy poster are available at http://www.doioig.gov/hotline. Bureaus and offices must direct contractors to use the DOI OIG poster regardless of funding source, unless a specific agreement is in place to direct contractors to the client agency’s OIG.

5. Action Required:

In all awards expected to exceed $3,000,000, including options, for which performance is expected to exceed 120 days, except purchases conducted in accordance with FAR Part 12 and contracts to be performed entirely outside the United States, replace “$5,000,000” with “$3,000,000” in paragraph (d) of FAR 52.203-14. Insert the following into paragraph (b)(3) of the same clause: “Downloadable hotline posters as well as instructions for obtaining a hard copy poster are available at http://www.doioig.gov/hotline.”

Bureau Procurement Chiefs will provide a copy of this policy and any supplemental bureau information to all acquisition and other key personnel within their organizations.
