Hardware Blanket Purchase Agreement (BPA)
In September 2005, DOI competitively renewed and expanded this existing BPAs to include a wide array of IT hardware consumables, printers, and monitors, in addition to refreshing the latest technology for desktops, laptops, and servers (i.e. windows/blade), from several leading hardware vendors that were covered under the pre-existing BPA. The winning offerors for the specified commodity areas met the major functional requirements and rigorous evaluation criteria established by a DOI-wide Technical Evaluation Team (TET) that was dedicated to this effort for nearly a year. The TET employed a thorough a pre established evaluation process to score and rank all the vendor offerings against DOI's defined requirements and evaluation criteria, culminating in the selection of the best-value offerings. Included in these evaluation criteria were environmental considerations. The new contracts are mandatory-for-use within all the DOI bureaus and offices to purchase servers, desktops, laptops, monitors, and printers. Oracle Enterprise Agreement (OEA)
The OEA was DOI's first enterprise licensing agreement established in May 2001 for a 5-year term. The agreement consisted of a minimum seat enrollment of named-user (internal applications) and processor-type (web-enabled applications) license bundle configurations. In April 2005, GSA's SmartBUY Office established a government-wide OEA that provided added cost-savings to all Federal agencies, depending on the defined dollar volume threshold of each purchase order. SmartBUY also allowed all Federal agencies to establish a "special solution" OEA in instances where license requirements differed from those under SmartBUY. Following this guidance, on May 31, 2006, DOI awarded the new requirements portion of contract renewal to Mythics Inc. On August 11, 2006, DOI finalized the IDIQ portion of the award with Mythics Inc, thereby allowing DOI customers to acquire various Oracle products and services on an "as-needed" basis at reduced costs throughout the duration of the contract. Maintenance support portion of the renewal for existing Oracle licenses owned by DOI will continue to be handled through Oracle Direct. Additional detail can be obtained here


Microsoft Enterprise Agreement
DOI renewed its 4-year Microsoft Enterprise Agreement (MEA) with ASAP software on June 17, 2005. The new agreement consolidates 5 separate agreements into one, and supersedes all the individual Microsoft agreements. It includes special pricing for the enterprise desktops, servers, and other optional products, including Microsoft Project, Visio, SharePoint server, etc. A kick-off meeting was held on July 20, 2005 to go over all the issues related to the administration of this agreement, such as ensuring that all the bureaus will be able to receive software updates in a timely manner, and take advantage of the numerous software assurance benefits offered under this contract, including purchasing Office Professional for home-use at a reduced rights, receiving training vouchers, and participating in technical discussion groups. Symantec Enterprise Agreement
DOI initially awarded a 3-year Symantec Enterprise Agreement on September 30, 2003. The basic offering consists of Symantec Anti-Virus Enterprise Edition (SAVEE) Software solution that delivers multi-tiered and enterprise strength protection for: 1) desktop and file server level; 2) messaging servers; 3) SMTP Gateway; and 4) ftp & http traffic going though the firewall. At this time, DOI is proceeding with the Symantec Enterprise Agreement (SEA) renewal as a follow-on to the existing contract that expires on September 30, 2006. The SEA renewal will consist of extending maintenance support for the existing licenses on all platforms of the Symantec Anti-Virus Enterprise Edition (SAVEE) software that DOI already owns as part of the existing agreement. The renewal is expected to be completed on October 1, 2006, and will also consist of a 3+ year contract term for the following components: 1) maintenance support on existing SAVEE Licenses & technical support owned by the bureaus; 2) new SAVEE and other Symantec product requirements; and 3) products that may be purchased on an IDIQ basis throughout the duration of the contract. ESRI Enterprise Licensing Agreement (ESRI ELA):
USGS lead the renewal of the DOI/ESRI Enterprise license agreement (ELA), that was awarded on 09/30/05. Per the GSA/ESRI SmartBUY Addendum, the ESRI ELA provided DOI unlimited use of non-royalty ESRI GIS software products through 9/30/08, plus standard Virtual Campus training at no additional cost, and provided deep discounts on ESRI IDIQ royalty-based GIS software. In 2005 ESRI agreed to distribute their non-royalty GIS software products to DOI bureaus on external hard drives. Bureaus that have followed suit with internal software distribution using external hard drives have saved thousands of dollars over the cost of traditional CD/DVD replication and distribution methods. Another new feature ESRI is offering DOI will be ArcGIS/ArcInfo software that does not require a hardware key or a license manager. This 'keyless' ArcGIS licensing, due out in fall 2006 with ArcGIS Version 9.2, will make software installation and system administration much easier and more efficient.
