Decommissioning and Low Level Waste

The program aims to ensure that licensees manage sites being decommissioned, sites that currently, or previously, processed uranium ore, low-level radioactive waste disposal facilities, and certain Department of Energy facilities to protect public health, safety, and the environment and promote common defense and security.

PERFORMING
Effective

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • The program purpose and design are clear and sound. The program serves as the independent regulator for ensuring safe management and cleanup of various NRC licensed sites. It is not redundant or duplicative of any other Federal, State, local, or private effort. Statutes provide NRC sole responsibility at civilian nuclear facilities, uranium recovery sites, LLW sites and certain DOE facilities.
  • Regular independent assessments have helped the program to become more results-focused. These evaluations have resolved problems that have delayed licensee decommissioning or resulted in higher than necessary costs to licensees decommissioning sites. Assessments have helped make LLW management and regulation more risk-informed and effective.
  • The program achieves its long term safety and security goals with respect to safe management and cleanup of an increasing number of NRC licensed sites that use radioactive material. Current regulations are fully protective of public and health and safety and worker health and safety. However, the program should improve the linkage between annual measures and long term outcomes.

We are taking the following actions to improve the performance of the program:

  • Developing better linkage of budget requests to the program's success in accomplishing annual and agency long term goals to make clear how funding affects program accomplishment.
  • Improving quantitative measurements of efficiency, including baselines and annual targets to better demonstrate year-to-year performance trends.
