The mission of the FTC is to prevent business practices that are anticompetitive, deceptive, or unfair to consumers; to enhance informed consumer choice and public understanding of the competitive process; and to accomplish these missions without unduly burdening legitimate business activity.

What This Rating Means

PERFORMING
Effective

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • The program has developed meaningful performance measures and ambitious targets that will help to achieve its long term goals. The performance measures were developed to comply with the requirements of the Government Performance and Results Act and are included in the FTC Strategic Plan and the annual FTC performance and accountability report.
  • The FTC coordinates effectively with its partners to ensure consistency and prevent redundancy in the enforcement of federal laws to protect consumers. For example, the program has a memorandum of understanding in place with the Antitrust Division of DOJ to ensure that the programs do not overlap.
  • The program has good management practices. For example, the FTC has received nine consecutive unqualified opinions, the highest audit opinion available, which included tests of internal controls and compliance with laws and regulations.

We are taking the following actions to improve the performance of the program:

  • Monitoring, reviewing, and updating performance measures to ensure meaningful and relevant data is available and used by managers to achieve the strategic goals of the agency.
  • Developing a plan to ensure that evaluations are comprehensive, conducted on a regular basis, and of sufficient scope to evaluate effectiveness and relevance of the program.
