Refugee Transitional and Medical Services

This program assists refugees and entrants into the U.S. in attaining self-suffiency as soon as possible after arrival. The three major programs under the Transitional and Medical Services program are: Refugee Cash and Medical Assistance, the Matching Grant program, and the Wilson-Fish program.

PERFORMING
Effective

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • The program is focused on achieving meaningful performance outcome goals. For example, the program assesses the quality of jobs refugees secure by setting as a target: increase average hourly wages. In FY 2005, 30 States reported higher wages at placement than in FY 2004.
  • The program works well with its partners, including State Refugee Coordinators, voluntary agencies, and ethnic organization partners. Together, they set program performance goals, review progress against annual and long-term goals, and establish new benchmarks for the coming year.
  • The Refugee Cash and Medical Assistance program has demonstrated improved efficiencies since 2000. The cost of assisting a refugee has fallen by about one-third due to improved efforts to move refugee arrivals into the workforce soon after arrival and to move refugees from entry-level positions to jobs with health insurance.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Working with grantees and states to improve data collection and monitoring through electronic data submissions.
  • Creating enhanced monitoring systems for verifying client eligibility of Refugee Cash and Medical Assistance, and for monitoring Matching Grant program grantees.
  • Working with states to improve the accuracy and timeliness of data, in particular, Refugee Resettlement Program Estimates: Refugee Cash and Medical Assistance.
