Charter Schools Grant

The Charter Schools Program supports the initiation of charter schools across the U.S. by providing Federal financial assistance to support the planning, development, initial implementation, and evaluation of charter schools, and dissemination of information on effective charter school practices.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • Historically, the program has addressed a compelling need by providing charter schools with start-up and initial operating funds. The Department is developing a data collection system to analyze performance data and assess whether charter schools confront the same or different barriers to getting started, remaining open, and promoting high student achievement.
  • The Department is working extensively with States and other grantees to provide necessary technical assistance and oversight to ensure proper implementation of the program.
  • The Department has developed measures to examine the program's impact on student achievement and its cost efficiency. Initial program performance and efficiency data are expected to be available in the fall of 2007 and targets will be established based on that information.

We are taking the following actions to improve the performance of the program:

  • Improving collection of program performance data and efficiency measures, presenting that information to the public in a clear, useful manner, and analyzing results to determine charter school needs.
  • Working with States and other grantees to communicate necessary information, improve the grant award process, and ensure effective implementation of the program.
  • Working with Congress to correct structural flaws in the program and to ensure that the reauthorization of the Charter School Program works to address the evolving needs of charter schools.
