EPA Lead-Based Paint Risk Reduction Program

EPA's Lead-based paint program works toward the goal of eliminating childhood lead poisoning as a major health concern. The program establishes hazard standards for lead, ensures proper training for abatement professionals and renovators, and provides the public with information about lead-based paint hazards.

Rating

What This Rating Means

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The Lead-Based Paint Program coordinates well with other related federal programs that also contribute to achieving the long-term goal of eliminating childhood lead poisoning. For example, EPA has established a joint agreement with the Centers for Disease Control to support the National Lead Information Center.
  • Better information is needed about the impacts of the program's outreach and education efforts. A better understanding the direct impacts of these efforts is important to help target program resources toward populations that face a significant risk of being exposed to lead.
  • Improved grants management and regional program oversight is needed. The program does use grant agreements and regular reviews of regional progress to manage performance, however these mechanisms lack clear and consistent links between financial information and progress toward program goals.

Improvement Plan

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Developing internal measures to assess the impacts of outreach and education efforts.
  • Improving the consistency of grantee and regional accountability mechanisms.
  • Ensuring a clear link between program goals and resource allocations.
