State Planning Grant Program

The program provides grants to States to develop strategies for providing uninsured persons with health coverage. States also use the program funds to collect data on the characteristics of the uninsured population.

What This Rating Means

NOT PERFORMING
Ineffective

Programs receiving this rating are not using your tax dollars effectively. Ineffective programs have been unable to achieve results due to a lack of clarity regarding the program's purpose or goals, poor management, or some other significant weakness.
  • There is no clear need for the program. There is no evidence that States lack the resources to develop proposals or plans to cover the uninsured. In addition, the program is duplicative of the many private, non-profit organizations that seek to develop plans for expanding access to health care.
  • Data collection methods vary widely across the program and cannot be compared across States or benchmarked to national trends. Other existing data sets on the uninsured exist and follow rigorous statistical methods that provide uniform data elements that can be compared from year to year. Many of these data sets contain state-level information.
  • The program has not made progress on its long-term goal of helping States increase health insurance coverage. The program does not have historical data demonstrating progress towards achieving its long-term goal. The program has not had an independent evaluation of sufficient scope and quality that indicates it is effective at achieving results.
