Wilton Man Sentenced in Drug Case Involving Conspiracy to Manufacture and Distribute Marijuana

DAVENPORT, IA – On February 13, 2008, Richard Summy, 57, Wilton, Iowa, appeared before United States District Court Judge John A. Jarvey and was sentenced to 60 months (5 years) in federal prison, announced United States Attorney Matthew G. Whitaker. United States District Judge John A. Jarvey also ordered Summy to pay an assessment of $100.00 to the Crime Victim Fund. Summy was convicted on August 30, 2007, of Conspiracy to Manufacture at least 100 Marijuana Plants and Distribute Marijuana after a jury trial.


Summy was initially charged in a one-count indictment on October 26, 2007. A Superseding Indictment was filed on May 16, 2007, which contained two-counts. Count One charged Conspiracy to Manufacture at least 100 Marijuana Plants and Distribute Marijuana and Count Two charged Conspiracy to Commit Money Laundering in Lee and Muscatine Counties in the Southern District of Iowa. Summy will be in the custody of the Federal Bureau of Prisons. There is no parole under the federal system.


United States Attorney Matthew G. Whitaker stated the investigation was conducted by the Iowa Division of Narcotics Enforcement, the Keokuk Police Department, the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives, the Lee County Drug Task Force, the Lee County Sheriff’s Office, the Wilton Police Department, and the Muscatine Sheriff’s Office. The case was prosecuted by the United States Attorney’s Office for the Southern District of Iowa.
