FORT MITCHELL: HBCAF was established in December 2002 to provide emergency relief, housing assistance, and minority education. Noting that Latinos and African-Americans are under-represented in the building trades, and that vast shortages exist in residential construction trades in the area, HBCAF offers specialized programs in construction trades training to address the special needs of Latinos and African Americans.
