Other Benefits Disability Insurance Disability insurance benefits are generally a matter of agreement between an employer and an employee (or the employee's representative). Individuals injured on the job while employed by private companies or state and local government agencies should contact their state workers' compensation board. The Federal Employees' Compensation Act (FECA), administered by the Office of Workers' Compensation Programs (OWCP), provides compensation benefits to federal employees for temporary disability due to employment-related injury or disease.
