Office of the Assistant Deputy Secretary

OELA currently consists of the Office of the Assistant Deputy Secretary, the Deputy of Policy, the Executive under the leadership of the Chief of Staff, and three divisions that are clearly aligned to the functions of OELA. The Executive Office provides the support necessary for the office to accomplish the organizational goals. Under the leadership of the Senior Division Directors, the State Grants Division, the Accountability & Data Support Division, along with the Discretionary Grants Division, collaborate closely to ensure fluid communication and to maximize internal expertise.

Discretionary Grants Division

The Discretionary Grants Division is responsible for the administration of the National Professional Development Program; the Foreign Language Assistance Program and the Native American and Alaska Native Children in School Program. In addition the Division supports the National Security Language Initiative for improving foreign language teaching and learning of critical languages through elementary and secondary foreign language programs in States and local educational agencies. In performing its responsibilities the Division reviews and recommends approval of discretionary grant applications, provides technical assistance to discretionary grant applicants and grantees, and monitors grantee performance.

State Grants Division

The State Grant Division administers the Title III State Formula Grant Program. The Division provides technical assistance and monitors states to ensure implementation of all Title III accountability provisions. The Division also develops and disseminates guidance to clarify Title III requirements.

Accountability and Data Support Division

The Accountability and Data Support Division is responsible for assisting OELA's work effort in effectively operating as a data-driven office. The Division provides performance data for policy development, decision-making and accountability measures. It oversees OELA's component of the Department's Strategic Plan and manages OELA performance measures in the VPS. It has responsibility for the development of the Title III Biennial Report to Congress, systematic examination and analysis of EDEN data on ELL student progress, support of the data collection and reporting of states, and provides support for the Department's Parental Involvement Initiatives for ELL students.
