Assistance Goals: United States (U.S.) assistance to Tajikistan encourages economic growth, strengthens the health and education systems, and develops democratic processes. The U.S. Government (USG) supports a Tajikistan that is secure in its own borders, committed to economic reforms, and improving the livelihood of its citizens.

Areas of Focus (Foreign Operations Appropriated Assistance):

Peace and Security (PS): FY 2007: $10.90M; Est. FY 2008: $11.74M

• Improve border management by building the capabilities of the border guards
• Increase cooperation between the armed forces of the U.S. and Tajikistan to detect and deter terrorism

Governing Justly and Democratically (GJD): FY 2007: $5.77M; Est. FY 2008: $5.97M

• Increase citizens’ access to objective information
• Enhance local governments’ accountability and responsiveness by improving mechanisms for active citizen participation
• Increase the quality of legal defense available to the indigent by subsidizing their legal expenses and providing resources to advocates for the indigent

Investing in People (IIP): FY 2007: $4.65M; Est. FY 2008: $5.50M

• Expand access to quality health care by improving financing and delivery
• Improve education through the training of teachers and the implementation of transparent and fair education finance methodologies
• Decrease the rate of tuberculosis and combat the spread of HIV/AIDS

Economic Growth (EG): FY 2007: $4.74M; Est. FY 2008: $7.84M

• Strengthen governmental fiscal reforms
• Improve the economic environment for small businesses
• Increase the profitability of the agriculture sector through improved water management, building market value chains, and reforming land legislation

Humanitarian Assistance (HA): FY 2007: $9.64M; Est. FY 2008: $0.85M

• In FY 2007 a $8.5M U.S. PL-480 food assistance program implemented by U.S. NGOs supported an effective rural development program
• Relieve the suffering of the most vulnerable populations. In FY 2007, the USG provided donated food, clothing, and medical supplies valued at $34M
• Improve the quality of life in residential schools and institutions through the repair of water, sewage and heating systems
• Provided $2.1M in emergency food assistance for the 2008 winter crisis, targeting the most vulnerable population
• Facilitate rapid disaster responses by staging pre-packaged supplies

Recent Successes:

• Legislative assistance led to a much improved law on public associations, which led to a better environment for civil society and a democratic culture.
• Strengthen the Border Guards Department capability to reposition troops to key drug and terrorist trafficking areas along the Afghan border
• Supported Tajikistan’s efforts to reform its 1961 Criminal Procedure Code
• Assisted 67 local governments to strengthen their management and technical capacities, and improve accountability and responsiveness to citizens
• At the end of 2007, the outstanding loan portfolio of the Association of Microfinance Organizations of Tajikistan member institutions comprised $139M, up from only $8M at the beginning of 2007.
