Through the Alliance, OSHA and APA will provide APA members, OSHA personnel,
and others, including small businesses, with information, guidance, and access to training resources
that will help them protect employees' health and safety. In particular, the Alliance focuses on
reducing and preventing accidents involving the manufacturing, transportation, storage, sale, and
handling of commercial display fireworks and consumer fireworks and the use of commercial display
fireworks. The Alliance agreement's goals include:
Outreach and communication:
- Work with OSHA to provide expertise to OSHA in developing information on the recognition
and prevention of workplace hazards, and to provide ways of communicating such information
(e.g. print and electronic media, electronic assistance tools and links from OSHA's and
APA's Web sites) to employers and employees in the industry.
- Speak, exhibit, or appear at OSHA or APA events such as APA's Winter Educational
Conference, Fall Annual Meeting, local meetings, or other events.
- Promote and encourage APA members' or worksites participation in OSHA's cooperative
programs such as compliance assistance, the Voluntary Protection Programs, and the
Consultation Program and its Safety and Health Achievement Recognition Program.
- Share information among OSHA personnel and industry safety and health professionals
regarding APA's best practices or effective approaches and publicize results through
outreach by APA and through OSHA- or APA-developed materials, training programs, workshops,
seminars, and lectures (or any other applicable forum).
Promoting the national dialogue on workplace safety and health:
- Develop and disseminate case studies illustrating the business value of safety and
health and publicize their results.
- Convene or participate in forums, round table discussions, or stakeholder meetings on
safety and health issues to help forge innovative solutions in the workplace or to provide
input on safety and health issues.

- October 5, 2007: Ron Tom, Occupational Safety and Health On-site Consultation Program, Texas
Department of Insurance, Austin, Texas, presented the OSHA short course, "Introduction to OSHA
for Small Businesses" to 28 APA members.
- April 26, 2007: Manufacturer, Consumer and Display Site Training Seminars. APA Safety Manager
Gregg Smith conducted a pyrotechnics training seminar for 30 attendees including OSHA Region X
staff, Washington State Plan representatives, local public fire and public enforcement officials

- September 12-16, 2006: 58th Annual Meeting and Convention, Renaissance Nashville Hotel,
Nashville, Tennessee.
- September 14, 2006: Garret Rea, Industrial Hygiene Supervisor, Consultative Services, Tennessee
Department of Labor Workforce Development, gave a presentation to APA's members during an "OSHA
Consultation Services Workshop."
- May 2006 and June 2006: Manufacturer, Consumer and Display Site Training Seminars. APA Safety
Program Manager Gregg Smith conducted pyrotechnics training seminars for 171 OSHA staff and public
fire and public enforcement officials in Harrisburg, Pennsylvania; New York, New York; Atlanta,
Georgia; Kansas City, Missouri and Denver, Colorado. [More...]
- September 23, 2005: APA Annual Trade Show, San Francisco, California.
- September 20-24, 2005: 57th Annual Meeting and Convention, Hyatt Regency San Francisco, San
Francisco, California.
- September 23, 2005: Emil Golias, Senior Industrial Hygienist, Salt Lake Technical Center,
USDOL-OSHA, and Gregg Smith, APA Safety Manager, staffed an OSHA/APA Alliance exhibit booth during
APA's 15th Annual Trade Show, distributed information and answered questions for approximately 400
attendees.
- May 2005 and June 2005: Manufacturer, Consumer and Display Site Training Seminars. APA Safety
Manager Gregg Smith conducted pyrotechnics training seminars for 123 OSHA staff and public fire and
public enforcement officials in Harrisburg, Pennsylvania; Arlington Heights, Illinois; Mesquite,

- February 22-26, 2005: APA 3rd Annual Winter Education Conference, Treasure Island Resort, Las
Vegas, Nevada.
- February 23, 2005: Emil Golias, Senior Industrial Hygienist, Salt Lake Technical Center,
USDOL-OSHA, and Greg Smith, APA Safety Manager, conducted a workshop on OSHA
Compliance for more than 125 attendees that covered topics such as hazard
communication, personal protective equipment, forklift safety and injury and
illness reporting documents.

- 39 KB]. One side of OSHA's card addresses Fireworks Retail Sales Operations and the
other side addresses Fireworks Display Site Operators. Each side of the card contains ten
safety tips for employers and employees in the pyrotechnics industry. The card was developed
with assistance from the APA.
