Small Business Administration (SBA)

Working Partners collaborates with the U.S. Small Business Administration (SBA) in its administration of the Paul D. Coverdell Drug-Free Workplace Program, which awards grants to eligible intermediary organizations to help small businesses develop drug-free workplace programs and educate working parents on how to keep their children drug free. SBA is mandated to award such grants under the Drug-Free Workplace Act of 1998.

Specifically, Working Partners provides technical assistance to grant recipients on drug-free workplace policy and program development, and many grantees use Working Partners tools, such as the Drug-Free Workplace Program Builder, in their efforts to educate small businesses. Each grantee is required to educate small businesses about the various components of comprehensive drug-free workplace programs, but programs implemented may differ based on the unique needs and challenges of each workplace. Various success stories demonstrate the variety of approaches used.

Although initially authorized at $10M, the Coverdell program has never received more than $4 million per year for a one-year project period and has steadily gone down over the years. Since Fiscal Year 2005, the program budget has been $1 million for a two-year project period. The Grantees are as follows:

Arkansas Occupational Health Clinic

Houston Council
Houston Council provides assistance with alcoholism, addiction and drug dependency through prevention, intervention, outpatient treatment and aftercare, education and outreach. The Workplace Services team can lead the smallest of companies in implementing a comprehensive drug-free workplace program.

Workers Assistance Program
The Workers Assistance Program provides employee assistance program (EAP) and other services designed to help individuals and organizations across the nation maximize productivity and employee well being. Services include education, training, counseling and workplace consultation services.

Peer Assistance Services
Peer Assistance Services is a non-profit agency that provides substance abuse prevention and intervention services in workplaces and communities. In particular, its Workplace Prevention Services (WPS) employee assistance program assists Colorado small businesses in their efforts to reduce the negative effects of drugs and alcohol on the workplace. Services include drug-free workplace policy consultation and implementation assistance; supervisor training and employee education; confidential assessment and referral; and short-term problem solving assistance to employees who are having personal problems that may affect their performance at work.

North Texas Small Business Development Center
The North Texas Small Business Development Center network provides management education, including assistance with drug-free workplace program development, to established and start-up small businesses in northeast and north central Texas. It is a partnership between the U.S. Small Business Administration and the Dallas County Community College District.
