Mine Safety and Health Administration (MSHA)

Reduce the fatal injury incidence rate in the mining industry by 15% by FY 2008 from the FY 2003 baseline.

Reduce the percentage of respirable coal dust samples exceeding the applicable standards by 5% for designated occupations.

Increase silica dust samples with a dust concentration to enforcement ratio of at least 0.50 by 5%.

Reduce noise exposure above the citation level in coal mines by 5%.

Increase noise samples in metal/nonmetal mines with a noise result to enforcement level ratio of at least 0.50 by 5%.

Promote safe and fair workface environments for American workers by adjudicating cases in the Traditional Program area such as Whistleblower protection, Wage and Hour cases, Compliance cases, and over 70 other types of worker protection cases.
Provide workers from other countries immigrating into the U.S. an equitable opportunity to join the American workforce by adjudicating immigration cases.

Achieve a customer satisfaction index for participant callers: 80 in FY 2006 (The level of participant satisfaction regarding inquiries handled).

Solicitor's Office (SOL)

SOL will provide advice and opinions and regulatory development support to those DOL Agencies seeking to help American workers secure long-term, productive employment.

SOL will litigate cases referred by DOL Agencies as part of the targeted enforcement of laws that safeguard employees' wages, working conditions, and union democracy and financial integrity and cases that protect worker benefits.

SOL will litigate the enforcement cases referred by DOL Agencies charged with reducing workplace injuries, illnesses, and fatalities. SOL will also litigate cases referred by DOL Agencies as part of their efforts to increase compliance with equal opportunity workplace standards and to protect the civilian employment rights of members and veterans of our military service.

SOL will provide advice and opinions and support in the regulatory development process to the DOL Agencies responsible for developing strategies to ensure competitive American workforce.

60% of veterans and 54% of disabled veteran job seekers will be employed in the first or second quarter following registration with the Public Labor Exchange.
56% of homeless veterans enrolled in homeless veterans' reintegration programs will enter employment.
