Rapid change, increasing
uncertainty and growing complexity are presenting increased challenges to every
organization throughout the government. It is clear that to succeed in this new
reality, organizations must continuously learn, adapt and provide quick
response, while being resilient and robust. This presentation will briefly
address this environment and using living systems, knowledge management
and complexity thinking propose a new theory of organizations built to
succeed in a turbulent, unpredictable and complex world.
Moving beyond leadership based on power,
charisma, intelligence or position, collaborative leadership focuses on
creating environments in which workers can excel and contribute to
organizational goals, where decisions are made both locally and at the top of
the organization. To make the most of their human resources, leaders create,
support and utilize networks, teams, communities and dynamic balancing.
Collaborative leadership will be defined and analyzed from the lens of
organizational performance and worker career growth and employability. New
integrative competencies needed to ensure effective decisions at the point of
action will be identified and explained.
Several examples of change leadership, at
the forefront of leadership challenges, will be presented along with a
long-term approach to minimizing change resistance.
