Upon reasonable notice to, interested persons, the Assistant Secretary may in any particular proceeding prescribe additional or alternative procedural requirements:

1911.4(a)

In order to expedite the conduct of the proceeding;

1911.4(b)

in order to provide greater procedural protection to interested persons whenever it is found necessary or appropriate to do so; or

1911.4(c)

for any other good cause which may be consistent with the applicable laws.
