WTO Hong Kong Ministerial Conference The Sixth WTO Ministerial Conference was held in Hong Kong, December 13-18, 2005. Hong Kong skylineIn general, ministerial conferences are the WTO's highest decision-making body, meeting at least once every 2 years and providing political direction for the organization. This sixth conference was crucial for enabling the 4-year-old Doha Development Agenda negotiations to move forward sufficiently to conclude the round in 2006.
