This report has been published and has otherwise received rather wide distribution, ,that most contractors engaged in the missile & and space program and in furnishing similar services to the Govern- ment in connection with other programs have became aware of it. All such parties should be cautioned that although the procedural recommendations of the Committee are being implemented, the sub- stantive recommendations with respect to the establishment of standards for the determination of Davis-Bacon Act coverage are still under study and have been neither approved nor disapproved by the Secretary of Labor. It would not be proper, therefore, for contracting agencies and contractors to rely upon them as a guide at this time. Will you please communicate this information to all affected contractors and contracting officers.
