C0HEN Deputy Administrator SUBJECT: Report of Proposed Construction Program Section 1.4 of the Davis-Bacon Regulations, 29 CFR Part 1, Procedures for Predetermination of Wage Rates, provides that, to the extent practical, at the beginning of each fiscal year each agency using wage determinations under any of the various statutes listed therein will furnish the Administrator of the Wage and Hour Division with a general outline of its proposed construction programs for the coming year. Also, during the fiscal year, each agency will notify the Administrator of any significant changes in its proposed construction programs. In order to improve our wage survey program, a uniform survey planning procedure has been developed which, among other things, takes into consideration the anticipated need for wage determinations by the various agencies. In order for this procedure to be effective and assist this Department in responding in a timely manner to agencies' requests for wage determinations, it is essential that all agencies make every effort to comply with the 29 CFR 1.4. To assist in the preparation and transmission of the required information, a recommended format (attached) has been developed for agency use.
