2006 Frank E. Loy Award for Environmental Diplomacy

Ms. Stephanie J. Caswell, Director of the Office of Ecology and Terrestrial Conservation (ETC) won the 2006 Frank E. Loy Award for Environmental Diplomacy. 

This award, established as a legacy to the Department and its employees by Frank E. Loy, former Under Secretary for Global Affairs, recognizes achievement in International Environmental Affairs. Ms. Caswell contributed to advancing U.S. environmental interests through a wide range of international negotiations, by developing innovative approaches to address key issues, and by integrating the Department's environmental priorities into broader diplomatic efforts related to trade and economic development.

Daniel A. Reifsnyder, Acting Deputy Assistant Secretary for the Environment, OES,  was the runner-up for his passionate and creative approach to the task of developing effective and workable solutions to difficult policy issues.
