Managing the Office of the Chief of Protocol

The Management Division is under the direction and supervision of the Executive Director of the Office of the Chief of Protocol, a Foreign Service Officer who also serves as the Assistant Chief of Protocol for Management.  The Management Division administers the human resources, financial, information management systems, security, and general services sections, and provides guidance and support to all divisions of the Office of the Chief of Protocol, to include the new offsite location of the Diplomatic Affairs Division in State Annex 33 (SA-33).  The Management Division also provides program support in connection with visits and ceremonial activities, and has administrative oversight of the President's guesthouse, Blair House.

The Management Division's Personnel Officer ensures that the Protocol Office is adequately and appropriately staffed, and administers and coordinates the Department's employee benefits, allowances, compensation, career development, equal employment opportunity, and incentive awards programs for over 55 Civil Service and Foreign Service employees.  The Systems Administrator supports the Protocol Office's computer requirements and automated office environment and ensures that employees at two offsite locations, Blair House and SA-33, are networked into an office-wide automated database management system.  The General Services Officer provides a myriad of support functions ranging from procurement and contracting to facilities maintenance and the management of sizable expendable and non expendable supplies.

The operations of the Office of the Chief of Protocol are funded from two separate budgets. The Management Division's Financial Management Officer administers the day-to-day operational budget, which funds salaries and expenses (S&E). The Division's Program Manager administers the second budget, informally known as the "K Fund," which funds expenses in connection with certain official functions involving the President, Vice President, Secretary of State, and other high ranking U.S. officials. The administration of the K Fund involves close coordination with the office of the Under Secretary for Management, the Assistant Secretary of State for Administration, and the State Department's Chief Financial Officer.
