Sciences Complex Construction Project BUFFALO, N.Y. -- Providing enhanced safety and health protections for construction workers building the new 290,000 square foot Buffalo Life Sciences Complex is the goal of a partnership agreement announced today by the Buffalo area office of the U.S. Department of Labor's Occupational Safety and Health Administration (OSHA). OSHA Health and Safety partnerships are part of Secretary Elaine L. Chao's ongoing efforts to improve the health and safety of workers through cooperative partnerships of labor unions and employers. The Buffalo Life Sciences Complex is expected to take two years to complete at a cost of approximately $145 million dollars. At its height, it is estimated that more than 25 contractors will be working on-site with approximately 200 employees. The signing took place at the jobsite, in downtown Buffalo's new medical corridor. Turner Construction Company is the construction manager for the project. "This partnership is an example of Secretary Chao's commitment to foster compliance assistance for workers and employers to improve health and safety for workers," said Patricia K. Clark, OSHA's regional administrator. According to Art Dube, OSHA's area director in Buffalo, "This collaborative approach to managing safety and health will assist the efforts to both OSHA, the construction industry and workers to prevent injuries, illnesses and fatalities on this major, long-term project." The partnership agreement outlines a cooperative effort to implement a comprehensive safety plan, site-specific training for all workers on applicable hazards and regulations, and ongoing site monitoring by a safety team. The agreement offers incentives to project contractors who meet the enhanced requirements for safety and health performance. Other goals include an injury and illness rate for the site that is 25% below the national average for similar construction, zero fatalities, site-specific safety and health programs for all workers and supervisors, and a "gap analyses" to identify deficiencies within contractors' safety and health programs and bring any substandard programs up to par. The partnership will remain in effect for the life of the project. Signing the agreement were representatives from OSHA, the Buffalo Building and Construction Trades Council, AFL-CIO, Turner Construction Company, the Construction Exchange of Buffalo and Western New York, Inc. and the New York State Department of Labor Division of Safety and Health's Consultation Program. ### U.S. Labor Department releases are accessible on the Internet at http://www.dol.gov.
