WASHINGTON -- - The Occupational Safety and Health Administration announced that it will extend until Feb. 13, 2004, the comment period on the agency's proposal to permit lifting and stacking vertically two containers with a combined weight for the containers and cargo of 20 tons. OSHA is granting a 60-day extension in response to requests to industry requests for additional time to submit written comments on the proposed revisions to the Longshoring Standard and related sections of the Marine Terminals Standard. The original date for submissions was Dec. 15, 2003. The proposed changes would provide procedures for working safely for lifting empty or loaded containers with a total weight of no more than 20 tons. Certification, annual inspections on liftlock inspections, installation of mandatory load indication devices on cranes, restriction on hazardous materials that can be lifted in tandem and a plan for transporting vertical containers in terminals are also part of the revision. Intersted parties wishing to comment on the revised standards should send three copies of comments and hearing requests by Feb. 13, 2004 to: OSHA Docket Office, Docket No. S-025A, Room N-2625, U.S. Department of Labor, 200 Constitution Ave., NW, Washington D.C. 20210. Comments may be sent electronically to http://ecomments.osha.gov, and comments of 10 pages or fewer can also be sent by fax to (202) 693-1648.
