Secretary Spellings speaks at a town hall meeting in Columbus, Ohio, where she announced a partnership with the National Urban League to increase student enrollment in free tutoring and after school programs. Under No Child Left Behind, low-income families can enroll their children in supplemental educational services if their children attend a Title I school designated by the state to be in need of improvement for more than one year. |
