Serbia Certification

Secretary of State Condoleezza Rice has determined and certified that Serbia has met the criteria of Section 563 of the Foreign Operations, Export Financing and Related Programs Appropriations Act, 2006, as carried forward by the 2007 Continuing Resolution.

This decision will release approximately $6 million in assistance that was suspended on May 31 consistent with Section 563’s provisions. Serbia recently took steps complying with Section 563, including facilitating the arrest of two International Criminal Tribunal for the Former Yugoslavia (ICTY) fugitive indictees to The Hague. The new government in Belgrade also provided ICTY with previously requested documents, publicly committed to full cooperation with ICTY and reorganized to effectively search for the four remaining fugitives.

We welcome these actions by the Republic of Serbia to improve cooperation with the Tribunal. The Secretary’s decision does not indicate that Serbia fully met its obligation to arrest and transfer all indictees to the Tribunal. We expect all leaders in the region to assist in the arrest and transfer to the ICTY in The Hague all the remaining indictees still at large, particularly Ratko Mladic and Radovan Karadzic.
