ACCSH: Background, History, and Charter

The Advisory Committee on Construction Safety and Health (ACCSH) is a continuing advisory body established under section 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C. 333, of 1973, commonly known as the Construction Safety Act) to advise the Assistant Secretary for Occupational Safety and Health with respect to setting construction standards and policy matters affecting federally financed or assisted construction. In addition, 29 CFR 1912.3 provides that OSHA shall consult with the ACCSH regarding the setting of construction standards under the Occupational Safety and Health Act (OSH Act) and that the composition of the ACCSH shall be consistent with that mandated under the Section 7(b) of the OSH Act. Under 29 CFR 1912.3, the Assistant Secretary appoints fifteen members to ACCSH, five to represent employers, five to represent employees, two to represent State safety and health agencies, two to represent the public, and one member to be designated by the Secretary of Health and Human Services (usually from the National Institute of Occupational Safety and Health). The committee meets two to six times per calendar year for one or two days per meeting.

ACCSH was recently rechartered on October 2, 2001, in full compliance with procedures mandated by the General Services Administration (GSA) at Title 41, Code of Federal Regulations, Part 101-6 (41 CFR 101-6), as amended December 2, 1987.
