SUBJECT:      Selection for Department of Justice 2004 Senior Executive Service Candidate Development Program

PURPOSE:      To submit recommendations for the DOJ 2004 Senior Executive Service (SES) Candidate Development Program (CDP) to the Senior Executive Resources Board (SERB).

DISCUSSION:      As part of the Department's Human Capital Leadership Development Initiative to address succession planning, the DOJ SES CDP was officially launched on April 16, 2004. The CDP builds upon leadership development through a series of programs for potential, newly selected, and incumbent managers and supervisors.

The goal was to identify outstanding individuals with demonstrated executive potential, to provide opportunities for them to prepare for the assumption of executive duties, to create a quality leadership workforce, and to develop a diverse pool from which to select CDP candidates. While the SES CDP is an important source of candidates for SES positions, successful completion of the program does not guarantee selection.

An Office of Personnel Management screening panel evaluated the qualifications of 215 candidates against the requirements outlined in the vacancy announcement and recommended 119 candidates for further consideration. These 119 candidates were evaluated through a second screening process which consisted of a panel of DOJ SES members representing several components. Of the 119 applicants, 43 were invited to continue to the next phase of the selection process that included a one-day assessment center and a one-hour structured interview. A total of 37 applicants successfully completed the assessment center and the structured interview process.

We were pleased that this group of candidates was both strong and diverse. In addition, we are aware that a number of SES members are eligible and likely to retire in the coming 3 to 5 years. We are awaiting specific information on projected attrition which will be available in the next few weeks.

Therefore, it is our recommendation that the Department include the 37 candidates listed below in our 2004 SES Candidate Development Program.
