TomchekDirector, Human Resources SUBJECT: Request for Comments on Proposed Rule Pertaining to Basic Concepts and Definitions Attached from the Office of Personnel Management (OPM) is a proposed rule to rewrite, in plain language, the regulations pertaining to basic concepts and definitions. OPM is working toward making the regulations found in title 5 of the Code of Federal Regulations more readable. As part of this review project, OPM has added definitions for the words "agency and must" and are deleting the definitions for "eligible and metropolitan area of Washington, DC."
