Payroll Information
The National Finance Center (NFC) has resumed operations at its alternate work locations in Dallas and Philadelphia. Back-up systems are fully operational and now accepting and processing payroll/personnel transactions. For additional information regarding NFC system processing,
servicing personnel offices should contact HRSAG on 202-616-6328; or the T&A Help Desk at 202-616-6379/6380.
Travel Regulation Information
Component relief efforts may require temporary duty travel and, in some cases, extended temporary duty travel. Employees are reminded to adhere to the requirements of the Federal Travel Regulation. Because adequate lodging facilities may not be available in the disaster areas, employees may be authorized to obtain lodging in adjacent locations. In addition, lodging rates may increase due to limited lodging availability. Employees may be authorized actual lodging or actual subsistence up to 300 percent of the per diem rate for the location. GSA has advised us that it does not plan to increase the 300 percent limitation, but please keep the Finance Staff informed if you encounter difficulty with lodging rates. You may contact the JMD Finance Staff on 202-616-5800.

EMERGENCY GUIDANCE
The Office of Personnel Management has created a website where Federal employees affected by Hurricane Katrina can find information on benefits and other HR issues. You can visit this site at:
http://www.opm.gov/katrina/.
As you may recall, the Department established an Emergency Relief Fund through the Federal Employee Education and Assistance Fund (FEEA) to assist DOJ employees who have been affected by Hurricane Katrina. The DOJ Fund provides financial assistance in the form of grants and/or no-interest loans to eligible DOJ employees and their families who suffer loss as a result of an uninsured personal crisis, emergency, or natural disaster causing injury to life or damage to property. Initial donations will assist DOJ employees suffering the effects of Hurricane Katrina.
To date, DOJ employees have contributed $13,630 to the DOJ Employee Assistance Fund. Employees may continue to contribute through the FEEA website (http://www.feea.org/) or by calling FEEA on (303) 933-7580.
Employees who have been affected by Katrina may now begin to apply for grants and no interest loans through the FEEA DOJ Employee Assistance Fund. Attached are the necessary forms, addendum, and background information. FEEA understands that many of the “required” documents, such as a recent SF-50 and leave and earning statement, may not be readily available. In these cases, FEEA will contact component Human Resources Offices to verify the that the applicant is an employee of the component. Employees may call 1-800-323-4140 for assistance and information.
Please utilize your networks to distribute the attached forms and addendum to component employees impacted by Katrina.
