The Occupational Safety and Health Administration (OSHA) and the Executive
Control Board of the National Shipbuilding Research Program (NSRP) recognize the value of working
together to increase the level of knowledge and cooperation for OSHA and NSRP team members in the
areas of shipbuilding and ship repair processes and practices and addressing related safety and
health hazards. OSHA and NSRP agree to form an Alliance to use their collective expertise to advance
a culture of injury and illness prevention while sharing best practices and technical knowledge.
OSHA and NSRP agree to establish an Alliance to promote safe and healthful working conditions for
shipbuilding and ship repair employees by:
- Providing NSRP team members and others in the shipbuilding and ship repair industry with information
and guidance that will help reduce and prevent worker exposure to safety and health hazards.
- Increasing access to enhanced training and hazard identification and control programs.
OSHA and NSRP will work together to achieve the following training and education goal:
- Provide recommendations on how to improve shipbuilding-related training and education courses.
OSHA and NSRP will work together to achieve the following outreach and communication goals:
- Develop and disseminate information, including injury and hazard information, at conferences, events, or through print and electronic media, including links from
OSHA's and NSRP's Web sites.
- Cross-train OSHA personnel and industry safety and health professionals in
NSRP's best practices or effective approaches, as jointly determined by OSHA and
NSRP.
- Promote and encourage NSRP team members' participation in OSHA's cooperative programs such as compliance assistance and the Voluntary Protection Programs, Consultation, and SHARP as appropriate.
- Create and update electronic assistance tools for OSHA's Web page that address shipbuilding and ship repair safety and health hazards.
- Work with other Alliance participants on specific issues and projects for the maritime industry that are addressed and developed through the Alliance Program.
OSHA and NSRP will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:
- Share information on NSRP team members' worksites best practices, as jointly determined by OSHA and NSRP, with others in the maritime industry through outreach by NSRP and through OSHA or NSRP developed training programs and materials.
- Convene or participate in forums, round table discussions, or stakeholder meetings to help develop innovative solutions to shipbuilding and ship repair hazards in the workplace and to provide input on safety and health issues.
OSHA's Alliances provide parties an opportunity to participate in a voluntary
cooperative relationship with OSHA for purposes such as training and education, outreach and
communication and promoting a national dialogue on workplace safety and health. These Alliances have
proved to be valuable tools for both OSHA and its Alliance participants. By entering into an
Alliance with a party, OSHA is not endorsing any of that party's products or services; nor does the
Agency enter into an Alliance with the purpose of promoting a particular party's products or
services.
An implementation team made up of representatives of both organizations will meet to develop a plan
of action, determine working procedures, and identify the roles and responsibilities of the
participants. In addition, they will meet at least quarterly to track and share information on
activities and results in achieving the goals of the Alliance. Team members will include
representatives of OSHA's Directorate of Enforcement Programs and Directorate of Standards and
Guidance and Directorate of Cooperative and State Programs and any other appropriate offices. OSHA
will encourage State Plan State and OSHA Consultation Projects' participation on the team.
This agreement will remain in effect for two years. Either signatory may terminate it for any reason
at any time, provided they give 30 days written notice. This agreement may be modified at any time
with the concurrence of both signatories.
