Through the Alliance, OSHA and SCA will provide SCA members and others in
the shipbuilding industry including non-English or limited English speaking employees, with information
and guidance that will help them protect employees' health and safety, particularly in reducing and
preventing exposure to shipyard safety and health hazards such as ergonomics. The goals of the
Alliance include:
Outreach and communication:
- Work with OSHA to provide expertise in developing information on the recognition and prevention
of workplace hazards, and to provide expertise in developing ways of communicating such information
(e.g. print and electronic media, electronic assistance tools and OSHA's and SCA’s Web sites) to
employers and employees in the industry.
- Share information among OSHA personnel and industry safety and health professionals regarding
SCA best practices or effective approaches and publicize results through outreach by SCA and
through OSHA- or SCA-developed materials, training programs, workshops, seminars, and lectures (or
any other applicable forum).
- Promote and encourage SCA members' participation in OSHA's cooperative programs such as
compliance assistance, the Voluntary Protection Programs, and the On-site Consultation Program and
its Safety and Health Achievement Recognition Program.
Promoting the national dialogue on workplace safety and health:
- Convene or participate in forums, roundtable discussions, or stakeholder meetings on shipyard
safety and health hazards, including ergonomics, to help forge innovative solutions in the
workplace.

Activities and Events
- October 2, 2008: Virginia Ship Repair Association 13th Annual Safety and
Health Seminar, Norfolk, Virginia. Leo Edwards, Area Director, Region III,
Norfolk, Virginia Area Office, USDOL-OSHA, will present "Employer Paid PPE"
during the seminar.
- May 4-10, 2008:
2008 North American Occupational Safety and Health (NAOSH) Week.
The Shipbuilders Council of America and a number of other Alliance Program participants supported
2008 NAOSH Week, "Safety is Good Business." Sponsored annually by the American Society of Safety
Engineers and the Canadian Society of Safety Engineering, the Week focuses on the importance of
preventing injuries and illnesses in the workplace.
- May 5, 2008: A representative of the Shipbuilders Council of America attended the NAOSH Week
Kick-off event at the U.S. Department of Labor. Deputy Assistant Secretary Donald Shalhoub,
USDOL-OSHA; and ASSE President, Michael Thompson; were the keynote speakers. Mr. Shalhoub
presented "Safety
is Good Business" to OSHA and Alliance Program participants and other safety and health
representatives.
- March 26, 2008: Shipbuilders Council of America Safety Seminar, Biloxi, Mississippi.
- Clyde Payne, Area Director, Region IV, Jackson, Mississippi Area Office, USDOL-OSHA,
presented "Ergonomics in Shipyard Employment" during the seminar.
- September 14, 2007: OSHA Business of Small Business Forum: "Safety and
Health Issues in the Maritime Industry," Washington, DC. Representatives from
Alliance Program participants, Shipbuilders Council of America (SCA) and
American Shipbuilding Association (ASA), addressed safety and health issues of
employees in small and medium-sized shipyards during the Forum. Terry Preston,
Director of Safety, Environmental & Quality at Atlantic Marine, LLC in Mobile,
AL, representing the SCA, presented "Small to Medium Sized Shipyard Challenges
and Opportunities." Jim Thornton, Director of Environmental, Health and Safety
at Northrop Grumman Corporation-Newport News in Newport News, Virginia and
representing the ASA, described his organization’s management and employee
engagement in workplace safety and health.
- September 13, 2007: Virginia Ship Repair Association 12th Annual Safety and
Health Seminar, Norfolk, Virginia.
- "Fire Safety & Fire Watch Regulations," Leo Edwards, Area Director, Region III, Norfolk,
Virginia Area Office, USDOL-OSHA, provided an update on Subpart P: Fire Protection in Shipyard
Employment.
- "Occupational Exposure to Hexavalent Chromium," Angelo Costa, Industrial Hygienist, Region
III, Norfolk, Virginia Area Office, USDOL-OSHA, provided an update on OSHA’s activities
regarding hexavalent chromium.
- May 6-12, 2007: 2007 North American Occupational Safety and Health (NAOSH) Week. The
Shipbuilders Council of America (SCA) and a number of other Alliance Program participants
supported 2007 NAOSH Week; "All Modes of Transportation." Sponsored annually by the American

- March 21, 2007: Shipbuilders Council of America Safety Seminar, New Orleans, Louisiana.
- "Occupational Exposure to Hexavalent Chromium", Dorinda Folse, Compliance Assistance
Specialist, Region VI, Baton Rouge, Louisiana Area Office, USDOL-OSHA, updated 35 shipyard
safety and health professionals on the revised hexavalent chromium standard.
- September 28, 2006: Shipbuilders Council of America Safety Seminar, Sturgeon Bay, Wisconsin.
- "Occupational Exposure to Hexavalent Chromium," Mel Lischefski, Director, Region V, Appleton,
Wisconsin Area Office, USDOL-OSHA, provided an update on the revised hexavalent chromium
standard to 25 shipyard safety and health professionals.
- "Maritime Regulatory Update," Amy Wangdahl, Office of Maritime Standards, Directorate of
Standards and Guidance, USDOL-OSHA, provided an update on maritime regulatory issues to 25
shipyard safety and health professionals.
- September 13, 2005: Shipbuilders Council of America Safety Seminar, North Kingstown, Rhode Island.
- "OSHA Standard on Fire Protection in Shipyard Employment", Joe Daddura, Office of Maritime
Standards, USDOL-OSHA, provided an update on maritime regulatory issues to 30 shipyard safety
and health professionals.
- March 9, 2005: Shipbuilders Council of America Safety Seminar, Mobile, Alabama.
- "OSHA Standard on Fire Protection in Shipyard Employment", Jim Maddux, Director, Office of
Maritime Standards, USDOL-OSHA, updated 25 attendees on the 29 CFR 1915 Subpart P final rule,
regarding fire protection in shipyard employment, that was issued on September 15, 2004 and became
effective on December 14, 2004.
- "OSHA Maritime Alliances", Jess McCluer, Program Analyst, Office of Outreach Services and
Alliances, USDOL-OSHA, updated 25 attendees on the Alliance Program and the activities of the
National Maritime Industry Alliances.
- September 22, 2004: Shipbuilders Council of America Safety Seminar, Morgan City, Louisiana.
- September 22, 2004: "OSHA Maritime Alliances," Jess McCluer, Program Analyst, Office of
Outreach Services and Alliances, USDOL-OSHA, updated the attendees on the Alliance program and the
activities of the National Maritime Industry Alliances.
- September 21, 2004: Representatives from three maritime Alliances attended the Maritime
Voluntary Protection Programs (VPP) Seminar in New Orleans, Louisiana to hear presentations from
maritime companies and OSHA’s National Office, Region III and Region VI and to discuss the
application process, requirements and benefits of VPP from both the industry and government

- September 13, 2004: Mr. Tom Pope, Area Director, OSHA Region III – Norfolk Area Office;
Capt. Teresa Preston, Director, Safety, Environment & Quality, Atlantic Marine, Inc. (SCA) and
Mr. David Pivarnik, Northrop Grumman Ship Systems Director of Environmental, Health & Safety
(ASA/NSRP), spoke to over 40 attendees at the workshop entitled, "Shipyard Alliances with OSHA,"
during the National Safety Congress.
- March 10, 2004: Shipbuilders Council of America Safety Seminar, Pascagoula, Mississippi.
- Maritime Industry Inspections and Area Alliance Update: Clyde
Payne, Region IV - Jackson Area Director, USDOL-OSHA, updated over
30 shipyard safety and health professionals on the outcome of inspections
within the Maritime Industry in FY 2003. In addition, he updated the
attendees on the accomplishments of the Baton Rouge, Louisiana and
Jackson, Mississippi Area Office Alliance with the Northrop Grumman
Ship Systems and its Unions Alliance.
- Area Partnership Update: Tom Pope, Region III - Norfolk Area Director, USDOL-OSHA, updated the attendees on the activities of the Norfolk Area Office's Strategic Partnership with the South Tidewater Association of Ship Repairers, Inc.
- OSHA Maritime Alliances. Jess McCluer, Program Analyst,
Office of Outreach Services and Alliances, USDOL-OSHA, updated the attendees
on the Alliance program and the activities of the National Maritime Industry Alliances.
- October 29, 2003: Shipbuilders Council of America Safety Seminar, Portland, Oregon.
- October 29, 2003: Carl Halgren, Region X - Portland Area Director, USDOL-OSHA,
updated shipyard safety and health professionals on the
status of the OSHA Shipyard Employment eTool.

Safety Alert: Control of Hazardous Energy – Lockout/Tagout (LO/TO) Procedures
in Shipyard Employment. Through the OSHA and
Shipbuilders Council
of America,
National Shipbuilding Research Program,
American Shipbuilding Association,
American Industrial Hygiene Association, and
American Society of Safety Engineers Alliances, the participants
developed this Safety Alert which is the next in a series of Alerts being
developed on electrocution hazards in shipyard employment. The Alert provides
useful tips and reminders to control the release of hazardous energy through
LO/TO procedures in shipyard building and repair. (2008, September)
