The Alabama Road Builders Association, Incorporated (hereinafter referred to as ARBA), Alabama-Associated General Contractors
of America, Incorporated (hereinafter referred to as AlabamaAGC), Safe State of Alabama (hereinafter referred to as Safe
State), and the Occupational Safety and Health Administration (OSHA), recognize the value of establishing a collaborative
relationship to foster safer construction work sites in the state of Alabama. OSHA, Safe State, AlabamaAGC and ARBA therefore
agree to form an Alliance to use their collective expertise to help foster a culture of prevention while sharing best
practices and technical knowledge.
The Occupational Safety and Health Administration (OSHA), Safe State, AlabamaAGC and ARBA agree to establish an Alliance to
promote safe and healthful working conditions for construction industry employees by:
- Providing AlabamaAGC and ARBA members with information and guidance that will help them protect employees’ health and
safety, particularly in reducing and preventing exposure to “Struck By” and other hazards encountered by the employees in
their work zones.
- Increasing access to safety and health information and training resources.
OSHA, Safe State, AlabamaAGC and ARBA will also work together to achieve the following training and education goals:
- Develop training and education programs on work zone safety and “Struck By” issues in both highway and building
construction.
- Jointly deliver or arrange for the delivery of work zone safety and “Struck By” courses.
- Develop workplace safety and health curricula.
OSHA along with Safe State, AlabamaAGC and ARBA will work together to achieve the following outreach and communication goals:
- Develop and disseminate information at conferences, events, or through print and electronic media, including links from the
OSHA, Safe State, AlabamaAGC and ARBA Web sites.
- Speak, exhibit, or appear at conferences, local meetings, or other events.
- AlabamaAGC and ARBA participants will share industry safety and health-related best practices, as determined by AlabamaAGC,
ARBA, OSHA and Safe State personnel, with the same.
- Promote and encourage AlabamaAGC and ARBA members’ participation in OSHA’s cooperative programs such as compliance
assistance, the Voluntary Protection Program, Consultation, SHARP. In addition, AlabamaAGC and ARBA members/worksites that
achieve VPP and SHARP status will act as mentors to AlabamaAGC and ARBA members /worksites that aspire to excellence in
safety and health.
OSHA, Safe State, AlabamaAGC and ARBA will work together to achieve the following goals related to promoting the national
dialogue on workplace safety and health:
- Promoting safety and health commitment through speeches and appearances and demonstrating their own commitment to workplace
safety and health whenever AlabamaAGC and ARBA leaders address groups.
- Share information on best practices of AlabamaAGC and ARBA members/worksites, as determined by AlabamaAGC, ARBA, OSHA and
Safe State personnel, with others in the industry through outreach by AlabamaAGC, ARBA, OSHA, and Safe State and also through
signatory developed training programs and materials. Promote their implementation through print or electronic media,
promotion at conferences, or other means of reaching out to others in industry.
- Perform case studies and publicize their results through print or electronic media, promotion at conferences, or other
means of reaching out to others in industry.
- Convene or participate in forums and round table discussions on work zone safety and “Struck By” hazards to help forge
innovative solutions to these issues in the workplace.
An implementation team made up of representatives of these organizations will meet to develop a plan of action, determine
working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least
quarterly to track and share information on activities and results in achieving the goals of the Alliance. OSHA will afford
the opportunity for representatives of the Occupational Safety and Health State Plan Association and the association of state
Consultation Projects to participate as well.
This agreement will remain in effect for one year. However, any signatory may terminate it for any reason at any time,
provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of all
signatories.
