These are transcripts of selected speeches and congressional testimony prepared for delivery by the Education Secretary and other senior ED officials. The Secretary's speeches are provided by the Office of Public Affairs. The Secretary's congressional testimony is provided by the Office of Legislation and Congressional Affairs and the remarks of Department senior staff are provided by their respective offices. - On December 17, Secretary Riley delivered a speech at the Improving America's Schools Conference, Chicago, Illinois.
- On December 6, Deputy Secretary Smith testified before the Subcommittee on Oversight and Investigations, Committee on Education and the Workforce, U.S. House of Representatives.
- On December 2, Secretary Riley delivered a speech on the 10th Anniversary of the National Education Goals, Washington, DC.
- On December 1, Secretary Riley delivered a speech on the "Figure This!" Launch, Washington, DC.
- On November 26, Secretary Riley issued a holiday message, "You Can't Beat a Book," Washington, DC.
- On November 18, Secretary Riley delivered a speech at the 2nd Annual John Stanford Education Hero Awards Ceremony, Washington, DC.
- On October 13, Secretary Riley delivered a speech "Schools as Centers of Community" at the American Institute of Architects, Washington, DC.
- On September 23, Secretary Riley testified on Fixing Our Schools From the Bottom Up: State, Local, and Private Reform Initiatives before the United States House of Representatives Committee on the Budget.
- On September 21, Acting Deputy Secretary Marshall S. Smith testified on the Year 2000 Readiness of America's Education Community before the United States Senate Special Committee on the Year 2000 Technology Problem.
- On September 15, Secretary Riley delivered a speech at the Presidents Conference on Teacher Quality, Washington, DC.
- On September 15, Secretary Riley delivered his annual back-to-school address, "Changing the American High School to Fit Modern Times," at the National Press Club in Washington, D.C.
- On September 14, Secretary Riley testified before Senate Subcommittee on Labor, HHS, Education and Related Agencies on the issue of school and youth violence.
- On August 25, Secretary Riley delivered a speech at the Commonwealth Club of Silicon Valley on America's High School Students: Their Values and Expectations, San Jose, California.
- On August 19, Secretary Riley spoke about the newly released 1999 Baby Boom Echo Report, Washington, DC.
- On August 10, Secretary Riley delivered a speech on the release of the annual Gun Free Schools Act Report -- School Year 1997-1998, Washington, DC.
- On July 26, Secretary Riley delivered a speech at the 21st Century Community Learning Centers Conference, Arlington, VA.
- On July 26, Secretary Riley delivered a speech at the America Reads Coalition, Washington, DC.
- On July 20, Secretary Riley announced the National Commission on Mathematics and Science Teaching for the 21st Century, Washington, DC.
