The U.S. Senate is preparing to take up legislation that would scrap the police hiring program. Reno will address academy graduates from 12 agencies, including six Arlington County Police Department officers and five Alexandria Police Department officers hired with funds provided through the Violent Crime Control and Law Enforcement Act of 1994. The bill authorized $8.8 billion for grants to add 100,000 new community policing officers throughout the country. The Community Oriented Policing Services Program (COPS), established last October by Attorney General Reno, has within six months funded or approved new officers to 7,668 jurisdictions which serve 78 percent of the U.S. population.
