Description: DRUGS DON'T WORK The Georgia Chamber of Commerce has instituted DRUGS DON'T WORK, a program launched by the President's Drug Advisory Board and designed specifically to assist small and medium sized businesses in creating their own workplace substance abuse programs. DRUGS DON'T WORK is implemented through local chambers, which provide policies and technical assistance to members and negotiate discount pricing on drug testing and EAP services based on consortium model volume. The chambers also organize workshops and sponsor a speakers bureau of professionals for employee education and supervisor training, and form grassroots support for the legislative agenda set by DRUGS DON'T WORK at the Georgia Chamber. In 1993, the Georgia Chamber and local chambers worked with the State Legislature to pass a 5% premium credit for Workers' Compensation based on a certified workplace substance abuse program. The certifying agency is the State Board of Workers' Compensation. In a private/public partnership, the Georgia State Board of Workers' Compensation and the DRUGS DON'T WORK program worked with small to medium sized employers, labor attorneys, and other professionals to ensure that the certification requirements are straightforward and easy to implement. The Georgia program is structured to promote the flow of resources from the national DRUGS DON'T WORK program to the State level, and then to the local level. At the local level, the program relies on public grants and corporate contributions in the initial stages, while statewide corporate sponsorship and the fee structures of individual chambers are expected to make the programs self-sustaining in the future. Efforts to institute workplaces free of substance abuse throughout Georgia are spearheaded by the Georgia Chamber and funded by Drug-Free Schools and Communities Grant money distributed through the State Department of Human Resources, Program Resource Center.
