DOJ SENIOR FEDERAL PROSECUTORS PROGRAM - KABUL, AFGHANISTAN

About the Office: The Department of Justice, Criminal Division oversees the Senior Federal Prosecutors Program in Kabul, Afghanistan which is currently funded for four prosecutors and four senior criminal investigators and is planning for expansion in the next two years. The project is responsible for drafting and advising in the drafting of criminal laws and procedures for Afghanistan and for providing training, mentoring and guidance to the Criminal Justice Task Force (CJTF), an elite team of prosecutors and police investigators who investigate and prosecute high and mid-level narcotics and narcotics-related offenses before the Central Narcotics Tribunal (CNT) in Kabul. The CNT has exclusive nationwide jurisdiction for all major narcotics and narcotics-related cases. In addition the federal prosecutors are available to provide operational advice and assistance to the U.S. law enforcement agencies posted in Afghanistan.

Responsibilities and Opportunity Offered: The Department of Justice, Criminal Division is seeking experienced Department Trial Attorneys or Assistant United States Attorneys to serve as Law Reform/Legal Advisors under the Senior Federal Prosecutors Program in Kabul Afghanistan. These assignments are for a term of 12 months with the possibility of an extension, contingent upon funding. These are reimbursable detail assignments.

The Kabul DOJ Senior Federal Prosecutors Program is seeking experienced federal prosecutors who will not be easily deterred by the never-ending challenges of daily life and rebuilding necessary in Afghanistan, while assisting the Afghans to establish a credible and effective criminal justice system that will guarantee fundamental rights for the accused and ultimately will gain the confidence of the public at large.

Required Qualifications: Applicants must possess a J.D. degree, be duly licensed and authorized to practice as an attorney under the laws of a State, territory, or the District of Columbia. Applicants must be a current Department Trial Attorney or Assistant United States Attorney and have at least five years of post J.D. experience.

Preferred Qualifications: Applicants must have excellent interpersonal and management skills, be mature and self-sufficient, communicate effectively orally and in writing, and possess extensive prosecutorial experience in a variety of pertinent substantive criminal areas.

Travel: Periodic travel will be required.

Salary Information: Current salary and years of experience determine the appropriate salary level. (See OPM's Web page at www.opm.gov/oca/payrates/index.htm)

In addition to salary and benefits provided to federal employees, assignment in Afghanistan includes allowances for danger pay and hazardous duty, as well as reimbursement for periodic trips back to the U.S. for consultations and rest and recuperation visits.

Location: The Law Reform/Legal Advisor will be stationed in Kabul, Afghanistan.

Relocation Expenses: Relocation expenses are authorized.
