If the number of cases commenced in a particular region under 11 U.S. Code chapter 13 so warrants, the United States Trustee for that region may, subject to approval by the Attorney General, appoint one or more individuals to serve as standing trustee, or designate one or more Assistant United States Trustees to serve in cases under that chapter. The United States Trustees for such regions shall supervise any such individuals appointed as standing trustee in the performance of their duties as standing trustee.

If there is an insufficient number of cases to warrant the appointment of a standing trustee under 28 U.S.C. § 586(b), the United States Trustee appoints a disinterested person to serve as trustee in each chapter 13 case pursuant to 11 U.S.C. §§ 1302(a). A case-specific apppointment may also be necessary in situations where a standing trustee has a conflict of interest.

Those States and Districts that are not covered by a case-by-case Trustee listed below, will either have one or more standing trustees (See Chapter 13 Standing Trustee List) assigned to that district/state, or a new case-by-case trustee under chapter 13 will be selected and appointed by the United States Trustee when necessary.
