| Foreign Consequence ManagementThe Foreign Consequence Management Program provides a critical element in a layered defense in depth against WMD Terrorism. The WMD Terrorism Office is responsible for the security policy framework that integrates foreign consequence management activities of the U.S. Government into a strategic architecture for planning and response. In this capacity, the office maintains the following portfolios: Foreign Consequence Management (FCM) covers the U.S. efforts to assist partner nations in their preparation to recover and mitigate casualties from a terrorist attack using chemical, biological, radiological, or nuclear contaminants. It also includes the coordination of the U.S. response to a request from a partner nation following a terrorist attack using chemical, biological, radiological, or nuclear contaminants. NSPD-17 Foreign Consequence Management Annex FCM drafted, coordinated, and distributed the NSPD-17 FCM Annex which clarifies Department and Agency roles and responsibilities for U.S. FCM response to an overseas nation stricken with a CBRN incident. Once approved by the Assistant Secretaries of DHS, DOE, EPA, DOD, DOJ, HHS, and ODNI the annex will be transmitted to the NSC for Principal level review and approval. WMD/FCM Coordinator In accordance with NSPD-17, FCM leads the U.S. government response effort to a nation stricken with a CBRN incident. In fulfillment of this role, FCM holds the position of the WMD Coordinator on the Foreign Emergency Support Team (FEST). FCM plans, trains, and exercises the U.S. interagency response mechanism, to include deployment, task force operations, and policy review. USG FCM Goals and Objectives (Clearing House for all FCM regional goals and objectives) FCM leads in the development of US FCM goals and objectives for specific countries and regions and produces country-specific and regional FCM engagement plans. FCM will lead an interagency working group to ensure that programs and engagements align with established goals and objectives. CM Engagement Catalog The CM Engagement Catalog serves as the tool for collecting and coordinating U.S. FCM activities by country and region that have been or will be accomplished by Departments and Agencies. It facilitates DOS coordination of activities, reduces duplicative activities by different Departments and Agencies, and highlights regions that have been overlooked. FCM Survey and Assessment capability Upon request by the host nation, FCM will lead an interagency team to conduct a survey an assessment of CBRN CM response capabilities. Additionally, we provide recommendations to improve response capacity, as well as, how to integrate international assistance. Most notably, FCM led a survey and assessment team, at the request of the Greek Government, in preparation for the 2004 Summer Olympics. U.S. - Australia Collaborative Response to a Third Nation FCM will propose a cooperative CM response plan to the Australian Government. The CM response plan focuses on a joint U.S. – Australian response to a third party stricken nation. FCM will coordinate the interagency proposal and send a more complete and formal proposal via cable to the Government of Australia. U.S. Nuclear Command and Control, Safety and Security In accordance with NSPD-28, FCM participates in the Committee of Principals (COP) for issues surrounding U.S. Nuclear Weapons stored in overseas host nations, specifically the potential CM aspects of a weapons accident or incident. To support these efforts, FCM developed a comprehensive US Nuclear Weapons Accident Response Playbook to ensure coordination f the accident response and inclusion of the host nation. Nuclear Accident Response Embassy Training and Exercises In support of NSPD-28, FCM sponsors embassy training and exercises utilizing the DOS US Nuclear Weapons Accident Response Playbook to ensure embassy staff is prepared to coordinate a response of this type. Homeland Security Planning Scenarios FCM is assisting in the development of Annex 1 to HSPD-8, the National Preparedness Directive, which will address National Planning Scenario #1 and establish a federal strategic guidance statement for Improvised Nuclear Device attacks.
